- 10/12 The press conference was attended by the deputy head of the traffic safety propaganda department of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia, Police Colonel Hrankevich Sergey Vladimirovich; Head of the Department of State Policy in the Sphere of Protection of Children's Rights of the Ministry of Education of Russia Khabibullin Ilnur Iskhakovich; General Director of the Expert Center "Movement without Danger" Melnikov Vadim Vyacheslavovich; member of the Public Chamber of the Russian Federation, Acting Director of the Federal State Budgetary Scientific Institution “Institute for the Study of Childhood, Family and Upbringing of the Russian Academy of Education” (FGBNU “IIDSV RAO”) Natalya Valentinovna Agra; Head of the Department for the Protection of the Rights and Legal Interests of Minors - Ombudsman for the Rights of the Child in Moscow Yaroslavskaya Olga Vladimirovna; Leading specialist of the city operator for the prevention of DDTT of the Department of Education and Science of Moscow, head of the YUID circle of the GBOU Romanovskaya school Okan Tatyana Viktorovna. Traffic safety testing of schoolchildren is an annual large-scale event that takes place in all constituent entities of the Russian Federation as part of the implementation of the Federal Road Safety Project. The organizer of the project is the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia with the support of the Ministry of Education of the Russian Federation. For the first time Testing of schoolchildren took place in 2019 and showed great interest in the event - it was attended by about 250 thousand schoolchildren across the country. As Sergei Khrantskevich noted at the press conference, Testing is an important part of the systemic long-term work on the prevention of child road traffic injuries and the formation of the skills of safe participation in the road traffic among minors. Every year, the Ministry of Internal Affairs of Russia and the Ministry of Education of Russia make significant efforts to make the movement of children on the roads safer. Thanks to comprehensive measures from 2009 to 2019 in Russia, according to the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia, it was possible to achieve a decrease in child mortality on the roads by 39%. Despite the decline in the main indicators this year, the state of accidents involving children, as before, remains an acute problem for our country. At the end of 11 months of 2020, 15359 road accidents involving children under the age of 16 were registered, in which 475 children died and 16800 were injured. The measures taken this year to prevent child road traffic injuries have reduced the number of road accidents by 16.6%, the number of deaths by 9.2% and the number of injured children by 16.6%. At the same time, since the beginning of the year, the number of accidents related to violation of the rules for the transportation of children-passengers under the age of 12 continues to grow, i.e. without the use of child restraints and seat belts. There was also an increase in the number of dead children-pedestrians in the dark, who did not have reflective elements on their clothes or accessories. Since the beginning of the year, the main indicators of road accidents have decreased due to the children's own negligence. However, their number remains high. For 11 months of this year, 4163 (-9.2%) road accidents were registered, in which 4117 (-9.2%) children were injured and 104 (-5.5%) children died. “Prevention of road traffic injuries among children, preservation of the life and health of children is one of the most important activities in the State Traffic Inspectorate,” emphasized Sergei Khrantskevich. Taking into account the current situation, in the constituent entities of the Russian Federation, educational work on the basics of road safety was organized with students, their parents and pedagogical workers in a remote format. This year, for the first time, all-Russian events that are very significant for children, parents and teachers are held in a non-standard and yet unusual remote format. These are the all-Russian contests “Safe Road for Children” and “The Best Teacher for Teaching Children to Become Safe on the Road”, as well as the final of the All-Russian Contest for Young Traffic Inspectors “Safe Wheel”. Taking into account the trend for online education, within the framework of the federal project "Traffic Safety" of the national project "Safe and High-Quality Roads", all-Russian online testing of children for knowledge of the basics of safe behavior on the roads is provided for schoolchildren of grades 5-11. The main purpose of the Test is to test students in grades 5-11 of general education organizations of theoretical knowledge and the presence of safe behavior skills in the transport environment. At the same time, testing is aimed at the formation and development of a comprehensive system for the prevention of child road traffic injuries, the development of intellectual and creative potential and personal responsibility for compliance with the rules of the road (hereinafter - traffic rules), including the development of students' competencies related to the use of traffic rules and their negative attitude towards traffic offenders. Ilnur Khabibullin noted at a press conference that for the Ministry of Education of Russia, undoubtedly, the priority area is to preserve and save the life of every child, bring him up in a safe environment, and ensure his high-quality development, including in the field of health preservation. “The well-being of childhood is a single priority goal of the family, society and the state. Our common goal is to help every child master social skills, including the ability to behave correctly on the road. And testing gives our students an opportunity to remember the basics of safe behavior on the roads, which means that the chance to apply existing knowledge in practice increases. " “We operate with numbers. But behind them are children's lives, - Natalia Agra emphasized in her speech, - Each question in this testing is aimed at making the child look at this or that rule in a new way, we teach knowledge about how to make decisions on the roads. And safe behavior on the roads is, first of all, a culture of behavior. Testing is a tool to measure the current level of children's culture of behavior. In addition, the result of this test will give us a snapshot of the quality of road safety education. ” “The topic we are discussing is extremely important - our children have the right to life - this is written in the constitution. The task of adults is to preserve this life - to do everything so that children are properly informed and trained, - Olga Yaroslavskaya believes, - I am for a set of measures. Testing is one of the most important measures. According to statistics, 80% of all accidents with children occur 1 km from their home. This suggests that the parenting community is not serious about the issue of child safety. " The Ombudsman for Children's Rights in Moscow suggested that road safety testing should be in the public domain all year round, and this idea was supported by all those present. “I want to express my opinion not only on the example of my school, but also many others, since I am a city operator for the prevention of child road traffic injuries in Moscow, - explained Tatiana Okan, - Testing is one of the forms of work and a fairly effective form, according to experience our and other schools, at this stage this is the final test of our work of teachers and parents. And we teachers work not only with children, but also with parents, and it is more difficult to work with them. Children are sometimes much more responsible for what you teach them, and parents are much more likely to violate traffic rules and endanger their children. That is why our task is to involve not only children, but also parents in testing ”. Vadim Melnikov, General Director of the Expert Center “Movement without Danger”, spoke about how the testing will take place this year. https://bezdtp.ru/bezdtp/ru/events/o_48058
- 09/12 On December 9, on the online platform of the TASS news agency, the final press conference of the All-Russian Campaign "Childhood without Danger", implemented as part of the federal project "Road Safety", aimed at teaching young parents how to properly transport children in a car, took place. The press conference was attended by Deputy Head of the Main Directorate for Traffic Safety of the Ministry of Internal Affairs of the Russian Federation Vladimir Kuzin, Director of the Department of Medical Care for Children and the Obstetrics Service of the Ministry of Health of the Russian Federation Elena Baibarina, Deputy Head of the Passenger Transport Department of the Department of State Policy in the Field of Automotive and of urban passenger transport of the Ministry of Transport of the Russian Federation Dmitry Polunin and Director General of the Expert Center "Movement without Danger" Vadim Melnikov. Childhood Without Danger is a unique project aimed at preventing child road traffic injuries, carried out on the basis of perinatal centers and maternity hospitals throughout the country. The program, which started in 2019, has now covered 65 regions of the Russian Federation. In 2021, the remaining subjects are expected to be included in the project. As the Deputy Head of the Main Directorate for Road Safety of the Ministry of Internal Affairs of the Russian Federation Vladimir Kuzin noted, the emphasis on work in this direction was made precisely in connection with the significant mortality of child passengers under the age of 3 years. Over the 12 months of 2018, 1,765 such accidents occurred, in which 74 children died and 1704 were injured. “We came to the conclusion that this is one of the problems that requires a special approach, and in 2019 a project called“ Childhood without danger ”was launched. Often, mistakes that parents make when transporting children are associated with ignorance or misunderstanding of the level of threat. […] Parents who know and follow all the rules and norms of behavior on the road and in the car, not only ensure the child's safety, but also set a certain level in the upbringing and training of a new generation of road users, - he stressed. According to him, within the framework of the project, it was possible to organize the coordinated work of the Ministry of Internal Affairs of Russia, the Ministry of Health of Russia and the executor of the state contract. In 2019, the number of accidents involving child passengers under the age of 3 and the number of injured decreased by 8% (1621 and 1570), and the death toll by 7%. Elena Baybarina, Director of the Department of Medical Care for Children and Obstetrics Service of the Ministry of Health of the Russian Federation, in her speech also noted the high importance of the project, specifying that in 2021 the project needs to be extended, not completed. - The significance of this campaign is much broader. We don't just teach parents how to properly seat their children or use a child restraint. We educate parents. And their children will grow up, sit behind the wheel and also buckle up. That is, we form a responsible attitude to road safety in our society, - Elena Baibarina explained. The Ministry of Transport of the Russian Federation adheres to a similar position. According to Dmitry Polunin, Deputy Head of the Passenger Transport Department of the Department of State Policy in the Field of Automobile and Urban Passenger Transport, the Ministry of Transport is not directly involved in the implementation of the federal project "Childhood Safe", but the department has always paid special attention to the transportation of children. All regulations governing the safety of children's passenger transportation are regularly revised and updated. He expressed the hope that over time the geography of the project will only expand, and as many young mothers as possible will have the opportunity to gain new useful knowledge and skills, since the safety culture in public transport is also laid in the family. - Of course, learning how to fasten a child in a child seat is very important. This is such an obvious thing, just as it is problematic for many. Therefore, the Ministry of Transport of Russia fully supports this project, and, if necessary, will take a more detailed part in its implementation, - emphasized the deputy head of the department At the end of the conversation, Vadim Melnikov, General Director of the Expert Center “Movement without Danger”, spoke about the interim results of the program. According to him, a study conducted after the trainings showed that 99.1% of its participants consider information sessions necessary and useful. Also, more than 95% of the respondents noted that they received new and useful information during the trainings. - I would like to draw your attention to the fact that the training itself, which we conduct, is not only about children's passenger transportation and car seats. It is about changing the behavior model of a parent who drives and transports his child in it. How he should react to situations that he has not encountered before, for example, a crying baby in a car. […] And of course, this is a great foundation for the work on the formation of the culture of the road user, - said Vadim Melnikov. The press conference was also attended by representatives of the regions participating in the Childhood Safe Program, both from 2019 and from 2020. Participants, organizers and trainers of the project from Kirov, Rostov, Magadan, Belgorod and Samara regions, the republics of Buryatia, Crimea and Dagestan talked about how classes are held in their regions, how young mothers and medical staff treat them. In addition, the discussion participants touched upon the topic of transporting a child in a taxi. “Any travel with a child requires 100% safety and comfort. From experience I can say that you can trust a taxi. To transport a baby in a taxi, you need to have your own infant car seat and be able to fix it. For example, in Yandex. Taxis have a special option for passengers with children. Only drivers with the highest user ratings can travel with children. They undergo additional training and learn how to properly install and adjust the seats, communicate with their parents and respond correctly to the behavior of little passengers,” - said Vadim Melnikov. https://bezdtp.ru/bezdtp/ru/events/o_48055
- 21/10 “Every year in our country, about 1 million new drivers receive a driver's license. At the same time, if you look at the average statistics for the country, from the first time the exam to the State Traffic Inspectorate, after the exam was passed on the basis of a driving school, about 30% pass. Of the 1 million applicants, 700 thousand people did not pass the first time. Imagine if such a situation existed in medicine, ”Vadim Melnikov cited the data. Why is this happening? Our country has an approximate driver training program. "The status of an approximate allows a number of economic agents - driving schools to use the word" approximately "as they want", - explained the head of the expert center. In Russia, there is still no unified educational program and methodological recommendations for teaching in driving schools. The level of knowledge depends on the specific educational institution. Finding competent professionals is not easy, especially in the regions. “On the basis of driving schools work masters of industrial training, who, in my opinion, have a fairly low level of requirements for entering this profession. In addition, in fact, there is nowhere to teach how to teach driving in driving schools, ”the speaker expressed his point of view on the problem. Vadim Melnikov called for a comprehensive approach to the situation with training in driving schools and suggested taking the following steps: modernize the status of exemplary programs. They were last updated 7-8 years ago, and the professional community criticized the results of these works.to make a single standard, obligatory for everyone. If in Moscow, Surgut and Vladivostok they teach the same rules of behavior on the road, the driving culture will increase significantly.the ministry of education and science can create an institute on the basis of which the training of professional personnel will be carried out. Moreover, a good program for these personnel will also have to be developed. For example, when training specialists for driving schools in Germany, high demands are made. Along with basic knowledge, specialists study psychology, analytics, conflict management, and undergo retraining. In order to take a higher level in the teaching system in driving schools, from a simple instructor to a driving school director, a driver must constantly improve his skills. https://bezdtp.ru/bezdtp/ru/events/o_48015

- 18/09 The social campaign "Unambiguously" was organized in 2019 by the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia together with the Federal Ministry of Education with the support of the Safe Movement expert center as part of the implementation of the federal project "Road Safety" of the national project "Safe and High-Quality Roads". The problematic of the campaign was focused on the problem of speed violations and the correct understanding of road signs of speed limits. All road users - drivers, passengers, pedestrians - became its target audience. The topic of the campaign was determined on the basis of a structured analysis of accident statistics and the nature of road traffic offenses committed. In 2018, 10,035 road accidents occurred due to “speed mismatch”. 13 833 people were injured in them, and for 1 368 such accidents became fatal. Within the framework of the campaign "Unambiguously", about 3 thousand events were held in 15 regions of Russia, covering more than 200 thousand people. More than 15 thousand posts were published on social networks, the total reach of users exceeded 5 million people. “The campaign, the main goal of which is to reduce road traffic accidents associated with speeding, has become one of the tools to achieve the goals of the national project“ Safe and Quality Highways ”. It is safe to say that it had a certain impact on the consciousness of road users, and therefore on the reduction of accidents, "- said Oleg Ponaryin, Deputy Head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia. “It is obvious that the problem of accidents lies primarily in the model of behavior of road users,” stressed Vadim Melnikov, General Director of the Expert Center “Movement Without Danger”. “That is why the social campaign“ Unambiguously ”was intended to change this model of behavior. After all, many car enthusiasts do not even think that when a car collides with a person at a speed of 60 kilometers per hour, a pedestrian has no chance - the lethal outcome is almost one hundred percent. - 07/09 In the expert center "Road safety Russia" analyzed the data of Russian insurance companies on accidents in a taxi and came to the conclusion that the accident rate in this type of transport has been reduced. This was stated by the head of the center Vadim Melnikov on September 7 at the International Forum "Transport Security" in St. Petersburg. According to the "Road safety Russia" study, the number of accidents involving taxis per million km. decreased by 28% year-on-year (hereinafter, for a correct conclusion, a comparison is made of the period before the start of the coronavirus pandemic: the winter period of 2018/2019 with the same period of 2019/2020). The experts came to this conclusion after analyzing the statistics on insurance payments in taxi services in Russia. For a systematic assessment of taxi accidents in international practice, it is customary to operate not only with the absolute values of road accidents, but also with indicators that take into account the total number of vehicles and the intensity of their use. A similar research method was used in the EC study: data on the reduction of accidents in a taxi are given in terms of million km, since the fact that a taxi's mileage is several times greater than that of a personal transport was taken into account. “Taxi travel insurance appeared on the Russian market relatively recently and so far applies mainly to customers and partners of online taxi aggregators. Several years ago, along with insurance, aggregators began to actively introduce various control technologies for travel safety - from identifying a car to analyzing driver's behavior while driving. As far as we know, such control measures do not require equipping cars with additional devices, and monitoring is completely carried out through the drivers' mobile applications. Initial measurements based on the results of the first years of work showed that such an approach is fully justified. The number of road accidents has decreased by a third, and the number of serious accidents * has decreased on average by a quarter year on year, ”said Vadim Melnikov, head of the Movement Without Danger center. * Severe accidents in the study meant cases that, according to insurance companies' estimates, required payments in excess of 100 thousand rubles. https://bezdtp.ru/bezdtp/ru/events/o_47979
- 01/09 Breaking news from WHO and UN! The UN General Assembly adopted resolution A/74/L.86 "Improving global road safety", proclaiming the Second Decade of Action for Road Safety 2021-2030, with the ambitious target of preventing at least 50% of road traffic deaths and injuries by 2030. WHO and the UN regional commissions, in cooperation with other partners in the UN Road Safety Collaboration, are invited to develop a new plan of action for the Second Decade. The plan of action, currently being initiated by members of the UN Road Safety Collaboration for consideration by Member States and other stakeholders, will provide a framework for achieving the Second Decade's target. To generate political will, the UN General Assembly also decided to convene a high-level meeting of the UN General Assembly on road safety no later than the end of 2022. The resolution also endorses the Stockholm Declaration, approved during the Third Global Ministerial Conference on Road Safety held in February 2020, and encourages Member States to favor policies to promote walking, cycling and using public transport as inherently healthy and environmentally sound modes of transport. "In a post-pandemic world, we must take the opportunity of these unprecedented times to reimagine mobility, to make it safe, affordable, accessible and sustainable," notes Dr Etienne Krug, WHO Director of the Department of Social Determinants of Health. "Road safety is at the heart of making this vision a reality." The resolution emphasizes the importance of a holistic approach to road safety by continuing to improve the design of roads and vehicles; enhance laws and law enforcement on behavioural risks such as speeding, drinking and driving, and failing to use seat-belts, child restraints and motorcycle helmets; and provide timely, life-saving emergency care for the injured. In addition, it invites Member States to incentivize the development and application of technologies like crash avoidance and, with the participation of employers and workers, enforce international standards on safety and health at work, giving attention to professional drivers. The resolution also encourages governments to implement activities in support of achieving the 12 global road safety performance targets. All relevant stakeholders - international organizations, development banks, foundations and the private sector - are invited to scale up funding to support the measures needed to achieve these performance targets. WHO is invited to continue to monitor progress through its global status reports on road safety. The current Decade of Action for Road Safety 2011-2020 has laid the foundation for accelerated action in the years ahead through its inclusion of road safety on the global health and development agenda, broad dissemination of scientific guidance on what works, strengthening of partnerships and networks, and mobilization of resources. Despite considerable declines in road traffic deaths observed in the European Union and countries such as Brazil and the Russian Federation, however, the number of road traffic deaths remains unacceptably high, with 1.35 million people killed every year, and as many as 50 million people injured. The Second Decade of Action for Road Safety 2021-2030 provides an opportunity for harnessing the successes and lessons of previous years and building upon them to save lives on the world's roads and facilitate achievement of the Sustainable Development Goals. The director of Road safety Russia Natalia Agre comments: "The UN General Assembly has proclaimed the next Decade of Action for Road Safety by 2030 with the ambitious goal of reducing deaths by 50%. The Russian Federation has made a huge contribution to international activities and the preparation of Resolution 2020 and all previous ones over the past 15 years. It should also be noted that our country withstood the past decade with honor and with the consolidated efforts of the State Traffic Inspectorate of the Ministry of Internal Affairs, the Ministry of Transport of the Russian Federation, the Ministry of Education, the Ministry of Health and the Ministry of Emergency Situations, reached a 50% percentage reduction in mortality on our roads. There is challenging and interesting work ahead to improve the culture of road users and reduce deaths" RELATED LINKS UN General Assembly resolution "Improving global road safety" A/74/L.86 https://www.un.org/pga/74/wp-content/uploads/sites/99/2020/08/Draft-Resolution-Road-Safety.pdf Stockholm Declaration https://www.roadsafetysweden.com/about-the-conference/stockholm-declaration/ 12 Global Road Safety Performance Targets https://www.who.int/violence_injury_prevention/road_traffic/12GlobalRoadSafetyTargets.pdf?ua=1 Global status report on road safety 2018 https://www.who.int/violence_injury_prevention/road_safety_status/2018/en/ Sustainable Development Goals https://sdgs.un.org/goals Source: WHO
- 30/07 The social campaign is aimed at preventing accidents associated with violation of traffic rules due to the distraction of drivers and pedestrians. The Volgograd Region has become a first region for the social campaign "Attention on the road!" Regional press conference included high level speakers: Alexander Stepanov - interim head of the traffic police department of the Main Directorate of the Ministry of Internal Affairs of Russia in the Volgograd region, Valentina Kulbitskaya - director of project work of the NGO Road safety Russia, Nikolai Yanshin - chairman of the committee of transport and road facilities of Volgograd region, Elena Logoido - First Deputy Chairman of the Committee for Education, Science and Youth Policy of the Volgograd Region. The event was also attended by journalists, representatives of the expert community and public organizations. Drivers’ and pedestrians’ distraction on the road is one of the key risk factors for road accidents. The social campaign aims to explain how distraction on the road can threaten both drivers and pedestrians. Organizers of the campaign "Attention on the road!" and the experts believe that in order to reduce the number of accidents, it is necessary to change the mind set of all road users, to change the attitude of society towards this problem. “The problem of distraction, unlike other causes of road accidents, does not seem clear, understandable and unconditional. There is a negative attitude in society regarding such offenses as driving while intoxicated, and very few people understand that it is unacceptable to be distracted on the road. Therefore, explanatory work should be carried out with all road users”, - Valentina Kulbitskaya explained the essence of the social campaign. She noted that according to the results of sociological research, most often people perceive this problem in relation to other road users, without applying it to themselves. 70% of drivers are confident that they have good control of their car, even if distracted by external factors. “People are sure that they are capable of driving a car and talking on the phone at the same time, or crossing the street listening to music through headphones,” the expert noted. "By the way, many people don't even realize that music is also a distraction." The campaign "Attention on the road!" developed creative tools that are used to convey important points related to distraction - information stands, BTL activities, a film in the stand-up genre, video performances for children and interactive lectures for adults. At the press conference, social videos revealing the problem were shown. In the Volgograd Region, 1,045 road accidents were recorded in the first half of 2020, which is 7.3% less than the same period last year. However, along with this, there is an increase in the number of fatalities on the roads. During this period, the number of victims amounted to 112 people, which is 15.5% higher than in 2019. “Drivers are distracted by gadgets, music, advertising. And all this leads to tragedies. We identify such road users, conduct preventive conversations, and I hope that within the framework of this project we will achieve good results, ” - said Alexander Stepanov. “We all set a goal to teach children how to behave on the street. Various events, contests, thematic platforms are also associated with this. But we understand that if a child died on the road, it means that these measures are not enough, - said Elena Logoido. “We are delighted to have the opportunity to participate in the campaign and to send teachers for trainings.” An important factor affecting road safety is the state of the road infrastructure. “The quality of the roads is improving,” said Nikolay Yanshin. - Pedestrian crossings are also being put in order. But we must admit that financial investments in the road sector, alas, do not bring results in terms of reducing accidents. The roads are getting better, the speed is increasing - and the number of accidents is growing. New methods of prevention are needed, it is necessary to change the consciousness of citizens and pay more attention to raising children. These are future drivers, they should realize from childhood that obeyance to the traffic rules must be strict. " The social campaign in the Volgograd region will last until July 27, events with children - until the end of summer. During this time, the organizers and activists of the social campaign will hold more than two hundred events in the Volgograd Region at busy intersections, gas stations, transport companies, driving schools and other locations. Pedestrians, present and future drivers, children, parents, teachers will take part in lectures, seminars, trainings, interactive games. The organizers of the social campaign invite everyone to take part in the campaign and once again remind themselves and their families about safe behavior on the road. Concluding the press conference, the participants noted that the nation wide social campaign "Attention on the Road!" will become an important element in the formation of safe behavior on the roads. Campaign activities will also be implemented in the following regions: Smolensk, Ryazan, Ulyanovsk, Kurgan, Irkutsk, Amur, Kemerovo and Novosibirsk, the republics of Udmurtia and Kalmykia, as well as Khabarovsk, Krasnoyarsk, Altai and Primorsky Krai.
