Car sharing accident rate has not changed
The number of accidents involving carsharing cars in 2019 increased by 340%. However, the number of users of the service has quadrupled during this time.
The car park in Moscow alone has grown by 100%. Thus, the increase in the number of accidents involving car-sharing transport is directly related to the overall growth in the number of service users, the accident rate remains the same, and in some segments it even shows negative dynamics. So, in 2018, there were 2.02 accidents per 1000 users of the car-sharing service, in 2019 - 2 accidents.
The profile of traffic violations by car-sharing drivers and those who drive a private car almost completely coincides, but the drivers of rented cars are significantly less likely to drive into the oncoming lane or violate the rules for positioning on the carriageway.
Drivers aged 18-25 are most often to blame for serious accidents - the smallest category of service users.
According to the traffic police of the Ministry of Internal Affairs of the Russian Federation, 78% of accidents with victims due to the fault of car-sharing drivers in 2019 occurred with the participation of car renters aged 18-25 years, with a driving experience of 2 to 5 years. As the experts of the «Road Safety Russia» center have found out, this is the age category of young drivers who use car-sharing services most rarely and makes up only 6% of users. In general, 18% of car renters have a driving experience of 2 to 5 years.
The overwhelming majority of car-sharing drivers (73%) are between 26 and 45 years old and have a driving experience of 5 to 25 years. According to the Department of Transport of the Moscow Government, the average driving experience of a Moscow car-sharing user is 8 years.
The most common car sharing driver profile is a family man with children and an upper middle income
The average car-sharing user is a family working Russian with an income above average, higher education, at the age of about 30, driving experience of about 8-10 years, with one child or children (26% of users have no children).
The overwhelming majority of drivers have their own car in the family (93%), which suggests that they use a car-sharing car as a substitute in case when it is inconvenient or impossible to use their own.
Measures to improve the safety of Russian car-sharing operators
Now Russian car-sharing operators, unlike Western ones, for the most part, impose requirements on drivers with age restrictions - from 21 years old, and driving experience of 2 years or more (with the exception of Delimobil, access to cars in Moscow and Moscow region) from 19 years and 1 year of experience, and in some regions access is open to drivers without restrictions on experience and age).
In addition, most operators introduce punishment systems for aggressive driving and traffic violations, as well as scoring (rating) drivers in accordance with the official data of the State Traffic Inspectorate.
Russian car-sharing operators use a wide range of solutions to improve travel safety, their list is wider than in Western companies. The largest number of initiatives was recorded by the operator Yandex. Drive, followed by YouDrive and Delimobil.
Recommendations for the development of additional security measures in the field of car sharing
Vadim Melnikov, General Director of the «Road Safety Russia», believes that typical problems with security in the field of car sharing cannot always be solved solely by regulatory measures, in particular, by fines and restrictions in the work of operators.
“Technological solutions are often more effective, such as warning systems for breaking the distance and exceeding the permissible speed, testing new users for knowledge of traffic rules, analyzing the driving behavior of drivers in real-time, and others. A number of measures that are being taken in Western car-sharing companies can be useful in the Russian market as well. For example, the use of vehicles in vehicle fleets with blind spot monitoring, adaptive braking systems, rewards for drivers who do not use a mobile phone during a trip - this can be tracked by an application, Melnikov notes.
Taking into account the statistics of violations of drivers that led to road accidents, data on accidents, socio-demographic characteristics of drivers, and other information from the report, the experts of the expert center recommend that car-sharing companies develop projects aimed at working out risk factors for car-sharing drivers. For example, training drivers to maintain a safe distance, safe maneuvering in a stream, choosing a safe speed depending on location and traffic density and speed, safe passage of intersections, prevention of distraction from driving, programs for novice drivers.
