Drivers will be fined by e-mail

29 November 2011

"Penalty" receipts for violating traffic rules will be send no to the mail boxes but to the electronic mail "boxes". Using this innovation the authorities want to reduce the cost on paper, on mailing expenses and improve the statistics of paying fines.

The capital car pool is the biggest in the country. To improve the transport conditions the surveillance cameras were installed on highways and roads; these cameras register such violations as entering the public transport lane or driving above the speed limits. All drivers violating these provisions will have to pay against the receipts on fines. Moscow Mayor Sergei Sobyanin proposed to stop delivering these "penalty" receipts by mail as before, and send them instead using a specially created for this purpose e-mail. That is all drivers will have to set up a special email address to be used to receive the tickets. It is expected that in the near future the discipline with monitoring violations of the traffic rules will be improved which, in turn, will lead to increasing the number of offenders and, therefore, in amount of paper tickets to be served. Due to the new practice of sending electronic "letters of happiness" the City Hall is confident that costs of sending paper letters can reduced resulting in dramatic increase in collection of fines.
