The federal project "Childhood without danger" was launched on the basis of the Dzerzhinsky Perinatal Center

On October 1, a press conference was held dedicated to the opening of the educational program for parents "Childhood without danger" on the basis of the Dzerzhinsky Perinatal Center, which teaches the rules for transporting children in a car. The Dzerzhinsky Perinatal Center will become the second maternity hospital in the Nizhny Novgorod region, where courses will be held to teach the rules for transporting children. In 2020, the Childhood Without Danger project was launched on the basis of the City Clinical Hospital No. 40 of the Avtozavodsky District of Nizhny Novgorod, where about 80 trainings have already been held for more than 200 women.

The project is being implemented in accordance with Decree of the President of the Russian Federation dated May 7, 2018 No. 204 “On National Goals and Strategic Objectives for the Development of the Russian Federation for the period until 2024” and the implementation of the Road Safety Strategy until 2024, in pursuance of the national project “Safe and quality roads” and the federal project “Road Safety”.

In Russia, a three-year project on the prevention of child road traffic injuries based on perinatal centers and maternity hospitals has been implemented since June 2019, in which trainings “Childhood without danger” started in 30 regions. In 2020, the project covered 35 more regions. This year, all regions of our country will be involved in the project. Dzerzhinsk became the 99th city in which the Childhood Without Danger project was launched.

During the period of the program implementation, the mortality rate among child passengers in Russia decreased by 42%. 10 years ago, more than 900 child passengers died in road accidents. According to the results of 2020, the figure dropped to 522. During the year of the Childhood without Danger project in Nizhny Novgorod, the death rate among child passengers in the region decreased by 7%.

Within the framework of the program, medical staff of perinatal centers will conduct trainings several times a week on the topic of safe transportation of children in vehicles. The trainings cover such issues as the installation and use of certified child restraints, compliance with the "children's regime" on the road (optimum speed, careful driving), as well as the rules for crossing the carriageway with a stroller. Classes are held on specialized equipment with an interested audience from among puerperas.

The project is being implemented by the Main Directorate of Traffic Safety of the Ministry of Internal Affairs of Russia with the support of the Ministry of Health of Russia and the expert center The "Road safety Russia".

The press conference was attended by the Deputy Head of the State Traffic Safety Inspectorate of the Main Directorate of the Ministry of Internal Affairs of Russia for the Nizhny Novgorod Region, Police Colonel Sergey Kitaev, the Head of the Department for Ensuring the Activities of the Commissioner for Children's Rights in the Nizhny Novgorod Region Mikhail Safronov, the First Deputy Minister of Transport and Highways of the Nizhny Novgorod Region Yermolaev Andrey, the chief doctor of Dzerzhinsky Perinatal Center Ryzhova Nadezhda, Head of the Clinical Diagnostic Department of the Dzerzhinsky Perinatal Center Lyubov Kolosova, Head of the Childhood Without Danger project from the Expert Center Movement Without Danger Lyapistova Kristina.

Sergey Kitaev presented the latest accident statistics: “In recent years, the Nizhny Novgorod State Traffic Inspectorate has taken preventive and control and supervisory measures to improve road safety for child passengers, thanks to which it was possible to reduce the number of accidents involving them by almost 16% (from 179 to 151), the number of dead by 40% (from 5 to 3) and injured by 8% (from 198 to 182). At the same time, it was also possible to reduce by 19% (from 47 to 38) the number of accidents in which not fastened child passengers suffer and die, but children killed in them by 7%.”

“All accidents involving children are on the conscience of adults, and often the closest people - parents. Adults forget that children and teenagers are the most vulnerable road users. A child in a car is entirely dependent on the person behind the wheel. It is the negligence of parents who neglect the elementary measures for the safe transportation of small passengers that leads to the tragedy,” Kitaev said.

Mikhail Safronov emphasized the importance of implementing the project: “The fundamental right of every child is the right to life, and it is precisely the preservation of the life of the child, his safety that is the direct responsibility of the parents. The “Childhood without Danger” project, following the results of almost three years of its implementation, is a serious addition to the toolkit for the prevention of child road traffic injuries, which is already used by all subjects in order to save the life and health of our children, as well as to form in our society a responsible attitude towards road safety. I would like to hope that children who were transported in car seats as children will grow up and become responsible parents and competent drivers who will follow all the rules on the roads and pass it on from generation to generation.”
