Results of the By The Rules campaign presented in Moscow

In ten months of 2015, there has been more than 45,000 road accidents involving pedestrians, with more than 5,500 people killed and more than 40,000 injured. Despite the fact that there is some decrease in this numbers in comparison with the corresponding period of 2014, death and injury rates continue to remain high.

The Federal Target Program “Improving Road Safety in 2013 - 2020” (the FTP) was approved by the government in 2013.

“We have very ambitious goals and objectives ahead of us. The Target Program includes many aspects: infrastructure issues, research and development, emergency protocols, and a strong promotional system for topics of road safety that will help form road safety culture among the population, including children” – noted The General Director of the Federal Target Program Administration, Andrey Pogrebnyak.

In order to achieve set goals, the Target Program initiated the By The Rules campaign for the duration of the last quarter of 2015 in Vladimir, Kaluga, and Smolensk regions. This project is jointly realized by the FTP, the State Road Traffic Inspectorate at the Ministry of Interior of the Russian Federation, and Road Safety Russia.

The campaign covers four topics representing the main causes of road accidents: speeding, failure to use child restraint systems, violation of traffic rules by pedestrians, and failure to ise safety belts. Until the end of 2015, Vladimir, Kaluga, and Smolensk regions will host interactive classes in kindergartens, schools, universities, and driving schools.

In order to sum up the results of the campaign, the organizers of the project held a press conference in Moscow with the participation of the Federal Target Program, the State Road Traffic Inspectorate, and expert organizations representatives.

Upon presenting the results of the project, the press conference participants highlighted the importance of light reflective elements in matters of road safety. 

Moreover, the press conference was held with the participation of the Children’s rights ombudsmen for Kaluga, Vladimir, and Smolensk regions. The noted the importance of the campaign and spoke up for regular and not singular events.

The press conference was finalized by the Head of the Main Administration for Road Safety at the Ministry of Interior of the Russian Federation, Victor Nilov.

«By The Rules project is not just any social campaign, it is our everyday work that should engage everyone: social organizations, the media, parents, teachers. Only this way can we achieve effective results», - noted Victor Nilov. 

The press conference participants joined Victor Nilov in that matter and stressed out that further activities in road safety and road safety promotion would continue both via social programs and via local initiatives by related ministries and departments, mass media and expert communities.
