Prosecutor office found numerous violations in the road safety area

In 2011 inspectors from the prosecutor’s office of the Russian Federation established more than 77 thousand violations of the law on safe traffic in Russia. In course of review it was established that the majority of roads in the country are far from having an acceptable operational status. Among these roads there are roads that have no ownership, that are not included into a register list, and to maintain these roads there’s no money allocated. Therefore, these roads are completely degraded.

Last year the inspectors from the prosecutor’s office were involved in auditing the safety of the road traffic. The inspectors were specifically interested in how regional authorities were complying with the Federal law «On automobile roads and road activity in the Russian Federation". The prosecutor auditing showed that in majority, the automobile roads of the regional and local status were in poor shape not complying with modern requirements, not meeting the requirements of the state standards in the area of traffic safety. Also the integrity of automobile roads was not monitored on required level. The money was not allocated for the maintenance and respectively nobody was involved in repair operations. Recently there were global changes underway in Russia to improve transportation infrastructure, the automobile cargo transport turnover increased whereas the executive authorities and the local administration stayed away from getting involved in repairing road infrastructure not addressing the issues of funding these activities. Because of that, the operational parameters of the roads remain the same and the technical status of these roads does not improve. It was found out that some roads did not have the owner, they were not kept in any company books, and they were not included into the register list. As a consequence, their maintenance was not funded and, as a result, the status of these roads grew deteriorated.

In the course of auditing by prosecutor office inspectors as many as 54 criminal proceedings were initiated, 11,000 legal instructions were generated, 5,800 people were subject to disciplinary actions. The total of 21,100 claims was submitted to the courts to obligate the competent bodies to remove violations and bring the status of the road in line with the safety standard. The “no man’s” roads should be taken in the books with subsequent repairing.

For instance, in the city of Monchegorsk in the Murmansk region, the violations were revealed in the activity of the municipal company "City well-being". In roads of Monchegorsk the rutting was more than admissible. In some areas there was ice compiled resembling pyramid which corrupts completely the road safety status. The company that was guilty for the poor status of the road was subject to fine.
