More than 150 proposals on pedestrian safety submitted to State Traffic Police

13 February 2012

The road users submitted more than 150 proposals dealing with pedestrian safety.

«The participants of the road traffic responded positively to the proposal made by the State Traffic Inspectorate to take part in public hearing «Pedestrian Right». They are active in submitting proposals to change regulations and standards to improve the pedestrian safety», - said police colonel Vladimir Shevchenko, the Head of Directorate of Legal Compliance and Traffic Safety in the State Traffic Police of the Russia.

«Several days ago we put the electronic mailing address and proposed all participants of the road traffic to give their opinion on how the situation can be improved from the standpoint of the traffic accident risk, involving pedestrians. This information was published in section«Public discussion «Pedestrian Right» on the official web-site of the State Traffic Police. As of now, we obtained more than 150 proposals from the citizens, dealing with above issue», - Vladimir Shevchenko explained.

The representative of the State Traffic Police mentioned several specific proposals made. «One of participants of this discussion is proposing to put the traffic sign «Pedestrian crossing» not only at the road side, but also above the road directly over the crossing area, especially on the roads, having three and more lanes going in one direction. Another participant made the following proposal: «I propose to equip all crossing areas with street lights and video registering equipment. This is expensive, but it guarantees the end result. If this does not help, the gate crossing bars should be installed».

Among other proposals submitted there were the following: to install the poster «Be sure that you are given way» above each pedestrian crossing without traffic light. In opinion of the person, who submitted this proposal, the pedestrian, having read this notice, will look aside on obligatory manner before crossing the road. «Now when people are crossing roads, they do not look on both sides as advised in the Traffic Rules and as the lifesaving instinct dictates. People heard somewhere that the drivers should be yielding. On the other hand the fact that pedestrians should be absolutely sure that they are acting in the safe manner was not brought to their consideration», - this was the standpoint of one of the participants of the discussion.

According to Colonel Shevchenko, many of those who submitted their opinion agree that the main reason of the dramatic situation on the road deals with the lack of culture and mutual respect. «This deals with everybody – the drivers and pedestrians. Quite often both drivers and pedestrians behave in inadequate way, unjustifiably exposing to risk their own health and the health and lives of other people. A substantial part of the participants of the discussions is of opinion that the high educational and explanatory impetus of the work should be supported in the mass media and through ongoing social advertisement campaigns», - the representative of the State Traffic Inspection said.

«I would like to thank all those who provided their opinion on above issues. For us it is very important to know the opinion of each participant of the traffic; not a single message will be left without review, all proposals submitted will be studied and analyzed in every detail. Currently, thepublic hearing on the issue of «Pedestrian Right» is underway. We are inviting both drivers and pedestrians to take part in this public hearing, to join discussion and be active in offering their opinion and raising proposals on how to improve the pedestrian safety. The most important and significant proposals will be taken into account when the steps to improve the pedestrian safety are developed», - Vladimir Shevchenko pointed out.
