The tragedy was caused by the fog, ice and the lack of car seats

Minivan skidded on a slippery road. It went into ditch turning over several times. Small passengers got the most serious injuries: two children were delivered to the intensive care unit, 7-year-old girl was killed. Adults were transporting children without car seats.
The top leaders of the Republic of Tuva looked personally into details of the consequences of a terrible car accident during which young children were injured and one killed. The accident took place on October 29 on the highway Kyzyl - Teeli. Toyota Caldina car was driving at high speed. The road was slippery, the day was foggy. The minivan skidded. It went off the road, flipped several times and fell into a ditch. There were 6 passengers inside the foreign-made car; three of them were children. A female passenger sustained fatal injuries and died on the spot of the accident. Her children, 7 and 3 year old girls and 18 months old baby were delivered in critical condition to the intensive care unit. Unfortunately, the 7-year old child died. Doctors are doing their best to save lives of other children. On November 2 the hospital where the children are treated was visited by the Minister of Health of Tuva Anatoly Damba-Khuurak. The Health Minister of the Republic personally monitors the status of the children that suffered the motor vehicle accident.
Certainly, the development of the emergency situation was triggered by adverse weather conditions. However, the impact of the tragedy could be less dramatic if children were transported observing official recommendations, i.e. inside car seats. Unfortunately, at the time of the accident, they were in the arms of adults. This mode of transportation is highly risky, but this fact is not known to all adults. In turn, the car seats reduce the severity of injuries sustained in road accidents by 70%.
The current trend indicates that more often children-passengers get injuries or die as a result of motor vehicle accidents. According to the traffic police, the main reason behind these tragedies is that the children are transported by parents without car seats. The penalty for this violation of the traffic rules amounts to 500 rubles in Russia. Now the society and the Government are faced with the issue of raising the fine for abusing the effective guidelines on transporting children inside cars.
