Russia won the Grand Prix at the European film festival

Russian road safety projects has been recognized as the best in Europe. Two social campaigns realized by the State Road Traffic Inspectorate at the Ministry of Interior of the Russian Federation, the Russian Association of Motor Insurers and Road Safety Russia NGO has received the highest awards at The 1st European Road Safety Film Festival.

The Grand Prix of the Festival has been awarded to the “Pictograms” short film, a key element of the “Brake in Advance!” social campaign. Another significant achievement - the winning of the Special Award of WP1 UNECE – has been made by the “Invisible Menace” educational film (part of the “Safety Forecast” social campaign).

The awarding ceremony took place in Brussels on September 14, 2015. Natalia Agre, Road Safety Russia NGO President, participated in the work of the international judging panel. “These awards represent the high level of recognition by our European colleagues of the work being done in Russia under the direction of the Deputy Minister of Interior Victor Kiryanov – she said. – The judging panel joined more than a hundred of European experts, international NGO representatives, police officers. The current political situation is anything but simple, and the fact that we received support in two nominations – moreover, won the Grand Prix – signifies the level of our professionalism that we all can be proud of.”

The State Road Traffic Inspectorate Head, Police Lieutenant General Viktor Nilov said that the received awards emphasize once again the level of attention of the world community paid to the road safety problem, as well as the quality of ongoing national level projects and the Russian competence in matters of road safety propaganda. He emphasized the importance of having such a high appraisal of the actions of the Russian Federation on the eve of the Second Global Ministerial Conference on Road Safety set to be held in Brazil in November 2015.

According to Igor Yurgens, the president of the Russian Association of Motor Insurers (RSA), these awards highlighted the level of quality of joint road safety projects in Russia. "For many years the RSA has been carrying out joint social programs on road safety with the State Road Traffic Inspectorate at the Russian Ministry of Interior and Road Safety Russia. The fact that our advances in this area has received recognition on such a level shows that we are on the right path and are able to meet international standards.”

What makes international recognition even more valuable is the fact that Russian social programs are fundamentally different from the European ones, as they deploy a different approach and a different way of communication with the audience. "Despite the fact that 90% of the films and video spots submitted to compete at the Festival continue to be sad and emotional stories with fatal outcome, Europe voted for the Russian approach: teaching the correct behavioral patterns with a scientific basis – said Natalia Agre. – I do believe that it is the only right way of working out any social problem in our country. It can even be proved statistically: with the decrease in the number of road accidents, and the increase in the number of drivers that have learned to buckle up, use child restraint systems, and respect the right of way of pedestrians."

The 1st European Road Safety Film Festival is produced by Laser International Foundation (LIFE), under the aegis of the United Nations Economic Commission for Europe, the European Union, the United Nations Road Safety Collaboration and the partnership of PRI. Representatives of 43 European countries participated in the Festival.

The “Brake in advance” social campaign was held throughout Russia in the first half of 2014. The main goal of the campaign was to reduce the number of road accidents related to the violations of traffic rules for non-regulated crosswalks. The results of the campaign were fast – right after the end of the campaign in May, mortality rates at non-regulated crosswalks decreased by 21% in comparison with the corresponding period of 2013. The number of road accidents decreased by 4.5%, the number of people injured – by 2.7%.

The “Safety Forecast” social campaign was held throughout Russia in March - April of 2015. The campaign aimed to reduce the number of road accidents related to poor weather conditions. The campaign helped drivers in all the Russian Federation to realize the importance of the correct choice of behavioral pattern depending on the weather conditions. The campaign resulted in about 3,500 publications, the awareness level of the campaign amounted to a third of the Russian population.
