21 May 2015

In context of the 68th session of the World Health Assembly, Deputy Minister of Interior of the Russian Federation, Colonel General Victor Kiryanov participated in a meeting on road safety, held in the European headquarters of the United Nations in Geneva – Palais des Nations.

The event was initiated by the Brazilian government; the participants discussed the preparation process for the Second Global Ministerial Conference on Road Safety planned to be held this November in the capital of Brazil.

Among other things, in his speech Victor Kiryanov said that being the main organizer and the host for the First Global Ministerial Conference on Road Safety in 2009, currently Russia passed the baton to the Brazilian government, and that having the experience in organization of such a large-scale and high-level event, Russia was ready to provide any necessary support to its Brazilian colleagues for the organization and carrying out of the Conference.

Victor Kiryanov noted that road safety remained one of the most urgent problems of the modern society. He draw the attention of the audience to the fact that the First Global Ministerial Conference on Road Safety held in Moscow in 2009, the Moscow Declaration, and the following start of the Decade of Action gave momentum to the efforts of different nations aimed to overcome these urgent problems of the today’s world.

Developed by the WHO, the global action plan for the Decade laid the foundation for national policies on road accidents in many countries, as well as set ambitious but attainable goals.

According to Victor Kiryanov, the international community has already made some targeted steps to reduce the number of road accident injuries, and those steps have already yielded some positive results. Over the past few years, many countries have noticed a downward trend in the number of traffic deaths.

For example, in Russia, in ten years of the global road safety crisis theme being on the UN agenda, the level of mortality on the road has decreased by 22%. Transport risks have almost halved, and that is considering the increase in the motor vehicle fleet. Child mortality decreased by one and a half time, pedestrian mortality – by two times.

The Deputy Minister for Interior of Russia highlighted the fact that in matters of development and realization of national events on road safety improvement, Russia carefully followed the recommendations of the UN, inter alia listed in the General Assembly resolutions, as well as in the WHO documents.

Victor Kiryanov expressed his confidence in the fact that the Second Ministerial Conference in Brazil would not only become a platform for summing up the preliminary results of the Decade of Action for Road Safety – it would provide an opportunity to share different nation’s experience, analyze successes and failures, it would give additional momentum on global, regional and national levels. Further collective work could not only prevent deaths of hundreds of thousands of people, but also could contribute to a sustainable socio-economic progress all over the world.
